I've asked at several plumbers merchants and a hardware shops. Not one has heard anything about any of this !!!!!

Keep cool sparky,

As from september we will have 18 months to get your explosive precursors licence to enable you to buy and store the chemicals on the restricted list,also you will need your COER for black powder storage,and due to all the hard work that Wayne has put in and our hobby being recognised as legitimate this should all be straight forward.

 

I would also think that where ever you get your chems now,should not change ,if anything you should have even more choice  :)

Yeah apologies, I'm just getting so excited about taking a step to legitimise this and I cannot stop being fearful that something will come along and ruin it all.

I believe that some forum members have already applied for their Acquire & Keep for experimental pyro and they have been granted, :)

Not necessary unless you apply for COER after October when ER2014 is scheduled to be in place.

 

I've just renewed my COER and flash still is on Schedule 1.  When I renew in 2 years times, I will add it on the renewal form.

No its fine.  Because I have a COER license, by the nature of possessing the license i am covered for all regulated explosives.  So when flash becomes regulated explosive, the COER is in place.

 

You only have declare an explosive on the application that is outside schedule 1 and so your ELO has an understanding of the purpose and intention of the certificate.  There no point putting flash on the application at the moment because its not currently a regulated explosive and present on schedule 1.

 

Simply put, if you apply for COER before ER2014, don't worry about flash at the application stage.  If you apply when ER2014 is in force, declare your desire to obtain and use flash (UN0094 and UN0305).

Would it be easier to apply now or wait till after Oct 1st? Does it make any difference?

 

Could really do with help/advice on filling the form as it seems to be geared to shooters or will that change after 1st?. Also please detail your experience in the use, handling explosives..... err what dose one put without incriminating oneself?

 

Do we just put UN0027 UN0028 down? nothing about 100g experimental? How much are members putting in the required quantity column?

It doesn't make any difference if you do it now or later.  But you will at least get things sorted earlier if you get things rolling now.

 

Good point on filling in the form.  I'm hoping to include this in the good practice guidance.

 

Just be honest!  the purpose is, experimental pyrotechnic devices and substances with BP being declared as the explosive requested (with UN numbers).  If I remember correctly, you don't have to declare the quantity (there's a sub-note saying that it only applies to certain applications (firearms?).

 

Don't be scared of declaring your actually intention which is experimental pyrotechnics.  I've had COER for 2 years under that description and use!

 

It is the intention of the Police to have tailored forms for the specific areas that COER will cover and there will be one specific for the likes of us.  This will take time to propagate around all the Police authorities, so please have patience with your ELO as its all new to them too!  My ELO is well versed in the request as she is the person that set me off to get reg 9(2)(a) clarified and which has got us to where we are today!  If your ELO is confused how to proceed, suggest they go and find out more with the other ELO's before making any decisions.

 

Its time people to stop being scared of this pursuit and be proud!

Ok just one more thing (as columbo said) The qty of BP is documented as 10kg I think in the approved box, but when flash needs A&K  will it take on different storage requirements than it does now?
