After re-reading your posts I'm still not sure what your point is - maybe if you made your sentences a bit shorter your posts would be easier to read.
Personally I don't think normal corner shops can be trusted to not sell to minors. Fireworks will always end up in the hands of youngsters anyway. Police have to prioritise, and I think we should trust their judgement in these matters.

I will try to query this with the DTI and get back to you on it;could be a while before I get a reply. I do agree with you though, low noise quieter ones without whistles and crackles and loud noises wouldn't cause a problem late at night;I have set off the TNT (formerly Millennium) SilentKnight range of fireworks after 11pm at night and no-one said anything to me or made a complaint about them or got the police to me, the noise levels are most insignificant with these and aren't loud whatsoever. It does cause a bit of a pain for summer displays I know (and I personally sympathise with this and know how summer displayers feel). A little leeway should be allowed here by the Government to allow for this in these circumstances I think.I think the 11 o'clock curfew is unfair, I can understand about noisey fireworks but we are not allowed to set of almost noisless things like fountains either. This annoys me a lot because I rarely make any noisey ones anyway and now I barely have time to set them off, it's usually only dark after half nine in the summer.

You ARE actually allowed to use sparklers(indoor AND outdoor) and indoor fireworks after this time. I can see what you are saying about going onto bigger items, and the way these might be abused. I have campaigned to try and get quieter items in Cat2 and Cat3 sold out of the main firework seasons and the noisier ones kept to Nov5th/New Year's Eve/Diwali and Chinese New Year, but the Govt doesn't believe in that;if this was made law and quieter ones were sold out of season, with noisy items out of reach for the rest of the year, then what I say would DEFINATELY be possible and it would NOT be possible for idiots to set off noisy stuff out of season. Everyone wins!I am in two minds on this topic, firstly i had an experience recentlly of a group of ladies that were having a party. It was after 11 o'clock and i was getting ready to sleep......BOOM!! A bloody signal rocket went off, then atferwards a few other display rockets! Now where i live is built up, those heavy sticks would land on a roof somewhere or on a car or even person. I was not best pleased, neither was my dad who went over the house and had a go at them. On a brighter note when he came back he said they must have been lesbians because they were all half naked, if i had been more lively i would have gone over there
But serious now it really is not on when this is done, even quiet fireworks should not be set off after 11 as people will abuse this and go onto larger items. Even in late summer nights 11 o'clock is very reasonable, i doubt you would need more than 1 hour to fire a display guys!!
