How Legal Is The 25 Metre Restriction

As the title says- is the "audience must be 25 metres back" rule a law, or more of a guideline? (I always stick to it, anyway)

I've always thought that if the fireworks were used on private property then its not something enforceable by law, HOWEVER if there was an incident the the firer could be deemed to have misued the firework and so be liable.

OK, interest in fireworks to be resumed in the spring. It usually is. ;)

It is an instruction. If you ignore it, you only have yourself to blame if it all goes wrong. Like if you bought a power saw and it said on it, do not touch moving blade. If you did and lost some fingers, it's your fault. It's not against the law to touch a moving saw blade or fire cat 3 at less than 25 metres, but it could be construed as negligent if someone were injured or killed.
