How does a commercial mine or comet keep the lift charge at the bottom and the payload close on top of it? Especially in a cake, if the device were to be tumbled, then there would be lift all over and contents with no lift! .......

Perforated paper disks, which seperate things but donīt disturb fire distribution too much. Same with layers of tissue.
When looking into a cake, you often only see cardboard disks. These are pressed into the single tubes to prevent leakage of powder andor the comet or whatever is inside.

Mines use a paper piston with a small hole in it fr the fuse to pass through, and the lift is generally in a separate baggie (plastic)
