From looking at the prices of estes rocket motors, it appears to be commercially viable to make your own motors, but packing black powder into a tube appears to be in breach of the law unless you have a license.
From a legal point of view, what license do you need, or is it completly illegal?

Firstly are you in Great Britain? The regs are dependant on your location. Northern Ireland can be different from mainland England, Wales and Scotland.
You could best chat to other model rocketeers as there are some special exemptions there. Is there a local rocketry or model aircraft society you could join.
