OPSI exists to make sure that the public have access to information that is relevant to them. They've recently opened a request service where you can vote for having a particular goverment agency to make information available. The Government publications are already available in many places, for fireworks people the bigger problem is Are the British Standards and European Standards which are drastically expensive. and not available on line.

Having a secondary source means that someone has to keep it fully amended, every time a change is due it has to be promulgated and all the books and www updated.
