how do display companies get them if its illegal?

Im not CAT4 or 3 trained, there display use only in the eyes of the law so being just any tom dick and harry i can not import them without the legal stuff and airfreight is not allowed i belive.

Let alone HMS having a look inside when it's x-rayed and the duty to pay
