24mm OD Rocket Tubes?

Of course I'm doing all this outside.. I've been around the block a bit and have been dabbling in this hobby since the mid to late 80's when I was 12 and had a home office visit! :) obviously I've been a little more careful since then.

I have found a nice chromed steel tube with an OD of 18.9mm, with shrinkage I'd say that's got to be good for an ID of 18.5mm.

I've cut a 1m roll of brown parcel paper in to motor lengths so that the motors are the right length to start with, do I just paint on PVA as I wrap it around?
