If you're looking at the HTPB/PBAN stuff, you will not find anything similar in the UK. As far as I know the HPR guys (at least the clubs) exclusively use bought motors, for the reasons outlined here:

Yes, also HTPB while classified as harmless / not hazmat , export from the USA requires a Department of commerce licence.
