Sorry for the slow pick up on this.
Of course none of us can possibly comment on these individual cases without knowing the full facts, but please refrain from over thinking the issues involved. This will always lead to paranoia and the creation of hearsay and conspiracy theories (I should know, there's no one more paranoid than me!).
The ELR process continues and we are very much a part of it. Yes, the progress is very slow, but thats just the nature of revising legislation. Can you imagine how difficult it must be for the HSE to control, consult and manage all the interested parties involved in changing legislation - not an easy task! Just remember how long it takes your solictor to get the deeds in order when you move house, its just same thing on a much bigger scale with many more parties involved.
In my experience so far with the ELR and the HSE has only been positive. They have been responsive in the best way they can. Yes, comprimises may have to be made along the way and it wont happen over night (I've been pursuing this since 2008), but it is moving along. I can't make any promises on the final decision since its out of my hands, but I and the rest of the UKPS legisilation committee are committed to get the best result possible.
Also, this isn't just a clarification of the existing legislation, but a review and change to the legislation. This means if we wasn't a consulted party in the process, the 100g limit could become significantly less!
As the society has maintained from the start, any progress made will be reported back to the membership as soon as possible. It can seem that we're doing nothing, but we are really working with the HSE at their pace.
So lets keep it in context, keep positive and not get drawn into sensational headlines.

We(I) have spent the last 3 year pursuing the cause, so theres no chance of this stopping until the ELR process in complete in April 2012.
I hope this clarifies the situation.
