Looks like the commercial unit that firefox sells to me.

Basically you have a conventional friction ignition mixture that ignites a prime which ignites the visco. I think firefox also sells a book on how to make them. The "Making Reliable Ignition Products at Home" book which just arrived in my last skylighter order talks about making them briefly too.
