Milling damp BP does not work in my experence. It just builds up on the media and mill jar walls.

Yep, thats the point! If my neighbour would shoot 3" aerial salutes at night or something, I don?t know how I would react :)

And so I restrict my tests @ home to shooting single stars for testpurposes etc... No big bangs etc...
If I want to shoot bigger effects I simply have to drive a few kilometres and can do it on a empty field with no houses etc around it...

My neighboors actually do start shooting off 3" aerial salutes... I honestly dont mind because they dont shoot them off later then 9 o'clock except on the 3rd and 4th of July. Though I am sure some of the elderly does not appreciate them. My neighborhood is actually known for its fireworks. The black market is surprisingly big here in NY.

Unlike others, in my neighborhood, I try not to shoot anything loud off.

I assume therefor that you have never milled more then a few 100 grams in a relevently small ball mill? I am also not sure what are we talking about when we say "damp" - it you can see it's damp, then it's probably too wet.

In general - if you mill in the urban area - you need to do it in VERY small batches (don't do above 100 - 150 grams) - Saying that "in my experience there are no problems" is ignoring the problem - ball mills DO rarely explode.
