Very nice, was that one of those 3/4" cup sets?
Basicly its a standard 2-1/8" x 3/4" Paper tube which is plugged at each end. I firstly make a hole in one of the end plugs and thread through a piece of blackmatch so only about 2mm is showing in the cavity end of the paper plug this is then glued inside the paper tube, once dry i fill the cavity which contains the tip of the blackmatch with a comp of sorts (works with colour and glitter not sure about strobe) then leave to dry.
then add sone nice stars into the tube then some flash or BP (depending on compatibility of the chemical used ans how loud you want them) and add equal amount of stars again to the other end before gluing the second plug in.

Oh, I though that burst looked peculiar, are your endcaps blowing out? I recieved me HDPE, some 2" and 1" mortars, set them on a thick wooden board. Made me some 2" canister shells which are about 4" long, they are huge compared to my other ones. Wonder how much lift I should use, probably 2 or 3 teaspoons.
Yeah the endcaps are blowing out but that is the desired "butterfly like" effect, iif i want the tubes to blow i use a superior glue
