i keep my raw chemicals for making blackpowder ect. in a 1/2' thick wooden cabnet specially for pyro stuff.
i keep it in a leento its a extention to my house but it locks sepratley than the back door.
is that safe?
by that i mean would a person of the law consider it safe?

The obvious answer is:
keep oxidisers and fuels separately.
Keep sulphur and compounds containing sulphur away from any areas where chlorates may be.
Ensure everything is stored in appropriate containers, do not use glass.
Ensure everything is labeled properly.
Ensure that items are kept securely and out of the reach of children.
This is not an exhaustive list, but common sense should prevail with storage along with checking chemical incompatibilities.
Phew that was close.

my thought from the common sense point of view is labeling is important. besides from the obvious, as you'll know what most of you chem are at sight and they will mostly have the names on them. but also hazard info and incompatibilities. i personally think (this is just my thought) that if any official didn't decide to go through you chems that would go some way to show that you have taken safety in mind.
