42.—(1) A person with specialist knowledge for category 4 fireworks is any individual who can demonstrate having—

A. undertaken training recognised in the fireworks business, in relation to the type of

category 4 fireworks to be supplied,

B. used category 4 fireworks; and

C. valid liability insurance covering use of category 4 fireworks.

Well, that's still pretty fluid...

And dont forget that Part 3 of the Regulations which include Reg 42 quoted above do not come into force until 4th July 2013 in accordance with Regulation 1(2)

OK try this one;
Malta is a member state of the EU, The UK is also a member state, under the freedom of trade regulations of the EU should we in the UK be able to import a properly (Malta) classified Maltese beraq.
OR will the cost of classification prevent the Maltese factories making their traditional shells?

I think the biggest issue will not be the legalities of importing Maltese Beraq. I can see no problem with it once properly classified (They should be easy to classify, as they will be 1.1).

The issue that I see will be the cost of transport. Moving 1.1 about is expensive enough in the UK. Multi-Modal transport from Malta, well that Will cost a fortune (I know I have had to do multi modal transport on far easier to transport items from Europe and it was obscenely expensive).

Does Malta have a national notified body to carry out explosives classifications?
