Old Spec Rocket Issue

Tried out some old stock Cat 2 rockets from a fairly well known brand tonight. 5 rockets out of 5 failed to lift, one made it out of the tube and just flopped over, none lighting their header. I had a look inside, and the cavity at the top of the motor tube *aluminium* had stars that looked like they'd been glued in place. This shouldn't have stopped them lighting however but the end of the propellent slug hadn't burnt. Good job really as there was 2.1g of Kno3/Mg flash & 15.9g of stars in there!

Does this sound like it's a major issue or just the odd pack that's gone wrong?

Hopefuly just the odd pack gone wrong, how old were the rockets would you say?

I think they're between 2003 & 2006
