ELO visit for A&K sorted - what to expect?

With regards to UN0476-UN0481: I haven't put this down as it is not my intention to store any pyrotechnic articles sub 100g that I make. I made this explicitly clear with the ELO that any pyrotechnic article I do construct will be tested the same day so as not to be stored.

I plan to have a further conversation with the ELO on subsequent application for flash with respect to the drying of stars, but the consensus is that process is still manufacture and not storage.

These refer to pyrotechnic compositions I assumed that you had to list all of the explosives that you wish to acquire/store and not just BP.

 

I will start the process rolling myself in the next few weeks.

 

I just want to make sure that I have all the possible explosives I will posses which aren't exempt on the list covered (sub 100g not exempt according to schedule 2).

 

Star composition would fall in this range

What are explosive substances N.O.S? This hasn't got anything to do with pyrotechnic article storage has it?

As on another thread you determined that rocket candy requires an explosive certificate, I was looking through for possible UN numbers that could cover it and I guess UN 0478 should do the trick as it does not have its own UN number(N.O.S.).

 

I believe you have to list UN numbers of all explosive that you intend to acquire and or keep which are not exempt (these used to be, I believe) I want to make sure I am covered.

P.S. when we applied for an explosive cert a few years ago in relation to a pyro business we put on every UN number relating every possible explosive we might need.

I think Danny covered that with this post....( which I also read somewhere)

 

"I asked the ELO specifically about base chemicals for the manufacture of UN number explosives such as BP and flash. They said they have no interest or jurisdiction over base chemicals for compositions, only the compositions that need a COER to acquire and or keep".

Another point of interest is UN0476-UN0481 aren`t listed in  ER4 the new application form.

I was not talking about base chemicals, I was talking about compositions.

 

For instance a star composition such as veline red for instance is clearly an explosive, this explosive is not listed on schedule 2 therefore you need an explosive cert to posses it. So you need to make sure your certificate allows you to have it clearly does not fall under UN 0027 or UN 0028.

 

So how could you make colour compositions?

I see that they are not listed. This seems to be a teething problem with the legislation. Either they should be on schedule 2 or on the application form and they do not appear in either case.

 

If schedule 2 is wrong then the guy on the other thread can make rocket candy without a cert.

 

If the application is wrong he can't make rocket candy without a cert.

 

Unless you can see how it would be classified with the existing UN numbers on the form?

I think there are anomalies because the explosives certificate isn`t quite adapted to our pyro needs.

I agree. I am guessing there are some bugs to work out of the system yet.

 

Even flash powder is not listed in the numbers on the form and we all know without exception a cert is required.

 

I will take it up with my local ELO. I guess all I can do is put the numbers in box 10.

I think all this discussion is great though as it will eventually get us to a well honed unambiguous  procedure for future applicants.
