New MSER 2014 guidance has been published

I was having a browse around yesterday and the HSE have published a new approved code of practice for the new regulations (which is handy).

I am sure I will find a load of interesting things in it, however the first one that has been bugging me has now been resolved. Fireworks are not listed on the schedule 2 opt out from COER, however fireworks are now listed as pyrotechnic articles which are listed. So that sorts that one out.

 

I will be reading through it in the next day or two to get up to date.

Just to clarify, this is overarching guidance and not an ACOP.  The HSE now favour guidance over and ACOP and is why we have these overarching guidance documents together with sector lead guidance (including our own).

 

Both of these documents are referenced in the "VI. Further reading" section of our guidance document and are split into 2 sections:

Whilst I have not read through it properly yet Wayne.

 

I note that fusing of fireworks is deemed to be manufacture. What do you make of this? Do you have a link to the fireworks body guidance?

Unfortunately not, we're ahead of the game with our sub-sector guidance but others are still in production:

As for fusing, I'll review the regs and come back.

OK the fusing item seems to be deemed to be manufacture, but is allowed without a licence

 

6 (d) the preparation, assembly, disassembly and fusing of firework displays at the place of
intended use

 

6 (e) the preparation, assembly and fusing of fireworks, in quantities of no more than 10
kilograms at a time, at a site in relation to which a person holds a licence for the storage
of explosives, for the purposes of a firework display to be put on by that person;
