That depends on what type of glue you use, and the thickness/quality of your kraftpaper.Would 7-9 turns of kraft work? Mainly because it is reusable and wont possibly ruin another tube used as a sleeve.
PVA glue will probably work best.

It sounds very much like the AnPing/Hebei Lion candle pot (7 x 16mm candles in a bundle). I've heard these described as "buzzers", the units are similar in construction to a hummer, though the ones I looked at didn't have the jet hole made tangentially, just a 3...4mm hole straight in the side of the tube 1/2 way along: overall length was about 25...30mm. Composition seemed to be something like a fierce green streamer star mix, but if I remember correctly it burnt somewhat unsteadily, which may account for the flatulent sound rather than the smoother voooooooooooom that normal hummers make.I suppose thats one way of putting it . I always thought it sounded like something been ripped.
they are one of the most attractive (not that i like flatulence by the way) whistle's in my eye's and did think it would have been a more energetic composition .
