I thought you didn't need certification to make BP comps if it is less than 100g ?

I assume that by the act of making BP you then have aquired it! so an aquire cert would be required regardless of quantity right??

So is it only BP if it's 75 15 10?

 

So many comps are BP 'type' but with widely changing ratios & additions of other materials...

BP is calisified as an intimate mixture of the three, not the ratios so any "BP" mix is under the same heading.

So. Are you saying that if I want to make say 90g of tiger tail comp, I need an explosives certificate to do it at the ukps, yet I don't if I do out in my shed ?

Im not sure Ill admit on all the ins and outs but Im confident that a mix of the three even with additives for effect or even if the three are minor parts constitutes it being covered by the heading of BP. Where its done I believe is irrelevant its the same requirements.

 

I would be very happy to be proved wrong though?

As I understand it, BP or not, you can make less than 100g for experimentation purposes, as long as you don't make it into a 'device'.

Steve / anyone - sorry to be thick!

It's not clear to me from what you have written, if all that is happening is people are mixing sub 100g quantities of compositions and putting them in a pile in the firing area and burning them?

Or are they allowed to fashion a device for 'practical use' utilising the mixed compositions.

And to confuse things further - is potassium nitrate and charcoal BP?

Also - I think what you are saying about BP mixing stems from the fact that MSER, as currently worded, allows the manufacture for testing blah blah, but we would fall foul of COER if we did so, is that right? Do you think that if someone with an acquire and keep were present, they would be allowed to acquire all the BP that other people made? Perhaps that would constitute supply?

I mentioned in the Estes rocket thread a vacuum chamber for possible experiment of burn rate of bp at low pressure. I could bring this if someone wants a go. Mains or a genny would be required though.

Currently, yes we are restricted to 100g at a time and firing this off loose.

 

Assembling a practical device is something we're still seeking guidance on, as we don't want to do or encourage anything illegal.

 

I don't know about the finer details of what constitutes BP - I have a few kilos of sulphurless powder that has the same UN number as BP, but I guess that fact just muddies the waters even more.

 

You are correct MSER allows the manufacture of up to 100 grams, but COER required anyone acquiring BP to have an appropriate explosives certificate and making any amount of BP under MSER is considered a means of acquisition under COER.

 

We can't have one person with a BP certificate acquiring  all the BP that gets made.  However, there will be several people on site with certificates - If a certificate holder is in charge of a particular BP mixing operation then they can use their certificate to acquire what is made - however this will need to be done on a personal basis by the certificate holders.
